About this report: This wildfire update is provided by the Colorado Division of Homeland Security and Emergency Management in partnership with the Colorado Division of Fire Prevention and Control to keep you informed of current wildfires for which the State is currently supporting and monitoring. The update does not cover all wildfires currently burning in Colorado that may be smaller incidents.
Conway Fire
Fire Jurisdiction: BLM land
Location/County: Moffat County: The fire is 2.5 miles southeast of Gates of Ladore and is 1.5 miles east of Dinosaur National Monument.

Brush Creek Fire

Cause: Lightning

Location/County: Rio Blanco County: The fire is located 5 miles northwest of Meeker.

Cause: Lightning

Long Mesa Fire

Location/County: Black Ridge Canyon Wilderness Area, 21 miles west of Grand Junction
Cause: Lightning
Acres: 150 acres (Better visibility and more accurate mapping capabilities reduced the size of the affected area of the fire from yesterday)
Containment: 30 percent

Today’s Fire Outlook
The fire situation rating for the Rocky Mountain Area remains at Preparedness Level 4, the highest level possible is 5. This rating indicates highly complex large fire activity is occurring, with multiple large fires in the zone. Fire severity is extreme as reported in multiple areas, and fires are escaping initial attack, as evident by the number of large fires. Multiple regional dispatch centers are experiencing an incident requiring type-1 or type-2 teams, and a majority of zone resources are committed.

The oil & gas lobby has killed all other legislation introduced to date pertaining to oil & gas drilling, or fracking. SB 107 is the last remaining fracking bill alive this session. Gov. Ritter held a press conference today along with the Governor's Energy Office and the Office of Economic Development to welcome Solar City to Colorado. We were also pleased to welcome Westminster Mayor Nancy McNally.
They are coming to Colorado because of SB 09-51 (M.Carroll – Levy). Prior to passage of last year's Renewable Energy Finance Act, 3rd party ownership was prohibited in state law. The bill removed that barrier, opening up leasing models, and affordable ways for Colorado families to join the green revolution.
Today is a great day for Colorado jobs and the environment. Thank you to you and all the citizens who helped pass these necessary reforms.

Thought you couldn't afford solar on your home? Think again.
In a time where unemployment and the economy continue to press heavy on our minds, it is very exciting to be able to welcome SunRun to Colorado. On behalf of Colorado, Governor Ritter welcomed Sun Run as the newest member of Colorado's New Energy Economy.
They are coming to Colorado because of a bill I authored with Rep. Claire Levy (SB 09-51) that Governor Ritter Signed this Earth Day. Leasing was previously prohibited in Colorado law. One of the key provisions of SB 51 removed that provision so homeowners can now go solar through lease or lease-purchase options.
SunRun offers homeowners the opportunity to lease solar power systems, providing another way for consumers to save energy costs and access clean energy.
California-based SunRun (www.sunrunhome.com) is expanding its business to Colorado as a direct outgrowth of the passage of Senate Bill 51. SB 51 allows solar companies to build rooftop systems that homeowners can lease instead of own, dramatically reducing upfront costs for consumers and creating a new marketplace and job expansion for solar installers.
SunRun partners with local solar companies and its arrival in Colorado is expected to lead to dozens of new jobs for installers. So far in 2009, SunRun's partners in other states – including Arizona, California and Massachusetts – have seen consistent job increases. Larger installation partners have hired as many as 20 additional people in their first three months working with SunRun.
Under SunRun's solar lease arrangement, homeowners pay as little as $1,000 for a one-time system installation fee. For a small monthly fee, SunRun provides complete monitoring, repairs, insurance and a performance guarantee. Utility bill savings mean consumers often see payback from their investment in less than three years.

Your state legislature in Colorado is only in session from January to May. The US Congress however is in session now. Even though we are not federal, we do occasionally get updates about what is going on in Congress by virtue of us being in the state legislature. I would like to share some of the updates with you as they come in. For the most current information about US Congress, visit www.thomas.gov.
- U.S. House of Representatives likely will vote Friday July 26 on HR 2454 on the American Clean Energy and Security Act of 2009.
- ARRA (the Stimulus) reporting and accountability guidance was issued on June 22, 2009. The OMB issued M-09-21 as a memo for those guidelines. The full text is at www.whitehouse.gov/omb/memoranda_.default.
- Healthcare Reform: The initial package came in with a CBO estimated cost of $1.6 trillion bringing parties back to the drawing board and several different possible packages being drafted and considered.
- A bill to repeal the Real ID Act was introduced and replaced with a state-federal approach that avoids several of the earlier flaws and problems with the Act and replacing it with the PASS ID Act. This is expected to be heard by the Sente Homeland Security and Gov Affairs Committee in mid-July.
- On May 19, 2009 new fuel efficiency standards were announced to establish a 35.5 mpg standard for cars and light trucks by 2016.
